Advance Authorization on Repeat Basis

There is no specific limit on the number of times you can apply for repeat authorization as long as you continue to meet the eligibility criteria. However, if there are significant changes in your product specifications, manufacturing processes, or input-output norms, you may need to apply for a new standard authorization rather than a repeat authorization. The DGFT may also periodically review repeat authorizations to ensure compliance with the scheme's objectives.

Minor variations in input-output norms may be acceptable in a repeat authorization, but significant changes would typically require a new standard authorization. The repeat authorization route is designed for cases where the production process and input-output norms remain substantially the same as the previously approved authorization. If you need to make substantial changes to the norms due to process improvements, technology upgrades, or other factors, it's advisable to apply for a new standard authorization with updated technical parameters.

You can generally apply for a repeat authorization even if your previous authorization is still active, provided you have made substantial progress towards fulfilling the export obligation under the previous authorization. However, the Regional Authority may review your utilization and export performance under the existing authorization before approving a repeat authorization. It's important to demonstrate that you are on track to fulfill the export obligation of the existing authorization and that the new authorization is required for additional export orders.

For repeat authorization, the products should be substantially similar to those covered under the previous authorization. This typically means they should fall under the same product category and have similar manufacturing processes and input-output norms. Minor variations in specifications, sizes, or models are generally acceptable as long as they don't significantly alter the production process or input requirements. If the differences are substantial enough to change the input-output norms or manufacturing process significantly, a new standard authorization may be required instead of a repeat authorization.

While there is no strict time limit specified in the policy, it's generally advisable to apply for repeat authorization within 2-3 years of the previous authorization. If too much time has elapsed, the Regional Authority may question whether the manufacturing processes and input-output norms are still the same, or whether technological changes and industry developments might have altered the parameters. Additionally, if the previous authorization was issued under an older Foreign Trade Policy, the current policy provisions may differ, potentially affecting eligibility for repeat authorization.

The documentation requirements for repeat authorization are significantly reduced compared to standard authorization. Typically, you'll need to submit:

• Completed application form (ANF 4A)
• Reference to previous authorization number and details
• Valid export order or Letter of Credit
• Declaration confirming that the product and process remain substantially the same
• Status of export obligation fulfillment under previous authorization
• IEC (Importer-Exporter Code)
• Application fee payment proof

The detailed technical documentation, manufacturing process details, and input-output norm calculations that are required for standard authorization are generally not needed for repeat authorization.
