TRADE NOTICE NO.13/2020-21 Dated. 1st June, 2020

Attention is invited to Notification S.O.1225 (E) dated 28th March, 2020 issued by the Department of Commerce wherein besides the quantitative restriction imposed on import of Moong, Peas, and Toor Dal, it has been notified that the restrictions shall not apply to Government's import commitments under any Bilateral or Regional Agreement or Memorandum of Understanding.
In pursuance of the aforementioned Notifications and as per Article 3 (2) of the Memorandum of Understanding between the Government of the Republic of Mozambique and Government of the Republic of India on cooperation in the field of production and marketing of pigeon peas, both parties have agreed to target export of 2,00,000 MT of pigeon peas and other pulses grown in Mozambique to India during 2020-21.
Accordingly 2,00,000 MT of pulses to be imported from Mozambique, during the fiscal year 2020-21 is allowed for import, subject to the following conditions:
- Import will be allowed only through the following 5 ports: (i) Mumbai, (ii) Tuticorin, (iii) Chennai, (iv) Kolkata and (v) Hazira
- Import will be subject to production of "Certificate of Origin" certified by the authorized signatories in the ICM (Instituto de Cereasi de Mocambique) with stamps provided by the Government of Mozambique, which is being shared with the concerned Customs authorities of the above ports and CBIC
- While providing the Origin Certificate (including details of the exporter, importer and quantity of pulses), the designated authority will send a scanned copy of the certificate to mohapatra[dot]sk[at]nic[dot]in and rajbir[dot]sharma[at]nic.in.
- The importer here in India will send a mail to DGFT with scanned copy of the certificate issued as above, for NOC on the same e-mail address as above, i.e., mohapatra.sk@nic.in and rajbir.sharma@nic.in. DGFT will compare both these documents and allow NOC to the applicant importer, based on Which Customs will clear the consignments.
